The start of a Wikipedia article, particularly, should be written for as broad an audience as it can be written for (without making a hash of the subject); later parts can become more technical. For more details see the Wikipedia guideline en.wikipedia.org/wiki/WP:TECHNICAL (And perhaps it should go without saying that not all articles succeed in these goals.)
